Public Service Programs of the Rhode Island Bar Association

The Rhode Island Bar Association endorses the availability of legal services and access to justice for all citizens. Many members support these goals by participating in the Bar Association’s Public Service Programs, which offer meaningful opportunities to give back while gaining visibility and experience in diverse areas of the law.

Whether you're a seasoned attorney or just starting out, there’s a way for you to contribute — and benefit — by joining one of our public service panels.



Why Join?
Good Business for Good Lawyers
Get more visibility for your practice through the Lawyer Referral Service. New panel members receive the first six months of membership FREE!

Serve Those Less Fortunate
Pro Bono programs match attorneys with individuals and communities in need — with flexibility in case types, time commitment, and location.

Participate in public outreach, collaborate with legal and social service networks, and enhance your professional standing.

Lawyer Referral Service (LRS)
A vital connection between the public and the private bar, the LRS covers nearly all areas of law — including limited scope services.

  • Free Initial Consultation: Up to 30 minutes.
  • Ongoing Representation: Fees arranged between attorney and client.
  • Community Engagement: Panel attorneys may participate in outreach events.


Reduced Fee Program
Extends access to clients up to 250% of the federal poverty guideline.

  • Maximum hourly fee: $100
  • Retainers may be requested.


Legal Information & Referral Service for the Elderly
Refers clients aged 60 and older.

  • Reduced fee: $50/hour
  • Pro Bono available for financially eligible seniors.
  • Annual outreach includes “Ask A Lawyer” and legal clinics throughout RI.
  • The Elderly Pro Bono program also partners with the Volunteer Guardianship Program through the Office of Healthy Aging.


Lawyers for the Arts
Supports the unique legal needs of artists and arts organizations.

  • Pro Bono and reduced-fee services available based on financial need.


Volunteer Lawyer Program (VLP)
Our flagship Pro Bono initiative offers legal help to low-income individuals who would otherwise be unrepresented.

  • Eligibility based on federal poverty guidelines.
  • High-need areas: Family law, bankruptcy, collections, guardianship, eviction.
  • Other case types: Foreclosure, tort defense, consumer, education, wills. 
  • Not accepted: Criminal and fee-generating cases.

The VLP is sponsored by the RIBA's Lawyer Referral Service and funded by a grant from Rhode Island Legal Services, Inc. and the Rhode Island Bar Foundation. 


United States Armed Forces Legal Services Project
Provides civil legal assistance to:

  • Active-duty military personnel
  • Veterans from all service branches


Volunteer attorneys may:

  • Represent clients directly
  • Serve as mentors to JAG/legal staff
  • Referrals are received directly from RI Serves, Veterans Administration, and the Bristol Veterans Home
