The Office of Administrative Adjudication is the administrative court for all environmental matters originating from DEM.

The Office is responsible for ensuring that the regulated community (i.e. individuals, business owners, builders, environmental groups) has an opportunity to contest actions taken by the Department and to have such actions reviewed at the agency level. This seminar will familiarize attorneys with the process and procedures if they file an appeal to the AAD.

Mr. Spinella has been practicing law since 1986. From 2009 to 2018 he was a Hearing Officer at DEM’s AAD. He has returned to private practice with a focus on environmental and land use matters.
